Civil Services Drive Grassroots Governance and Transformation
Why in the News ?
On Civil Services Day, Vice President C.P. Radhakrishnan highlighted the crucial role of Civil Services in implementing government policies at the grassroots level, while emphasising India’s shift toward citizen-centric governance and environmental democracy under recent administrative reforms.

Role of Civil Services in Governance:
● Grassroots Execution: Civil Services act as the backbone of policy implementation, ensuring that schemes reach remote villages and marginalized sections while processing environmental clearances and regulatory approvals.
● Policy Translation: Plans made at the central level (Delhi) become effective only through efficient field-level execution, including implementation of the Forest Conservation Act, EIA notification, and coastal regulation zone regulations.
● Administrative Continuity: Civil servants ensure stability and continuity in governance despite political changes, managing complex processes like environmental impact assessment and addressing challenges of ex post facto approvals.
● Development Delivery: Key sectors like infrastructure, health, and education depend on administrative efficiency for success, while ensuring a pollution free environment through proper environmental clearances.
● Nation Building: Officers contribute to achieving the vision of Viksit Bharat through inclusive and accountable governance, upholding principles like the polluter pays principle and precautionary principle in environmental governance.
Governance Reforms and Recent Shift
● Citizen-Centric Approach: Governance has transitioned from administration-centric to citizen-centric, focusing on service delivery and accountability while strengthening environmental jurisprudence and regulatory frameworks.
● Leadership Influence: Under Prime Minister Narendra Modi, governance reforms emphasise transparency, efficiency, and digitalisation, streamlining processes for environmental clearances and reducing delays in post facto regularizations.
● Ease of Living: Policies aim at improving quality of life, faster grievance redressal, and public service access, while addressing concerns raised in landmark cases like the Vanashakti judgment regarding retrospective environmental clearances.
● Technology Integration: Use of digital governance tools enhances service delivery and reduces bureaucratic delays in processing environmental impact assessment applications and other regulatory approvals.
● Global Recognition: India’s improved governance has strengthened its global standing in development indicators and environmental compliance standards.
