Supreme Court Pushes Uniform Trauma Care Framework
Why in the News ?
The Supreme Court has directed all States and Union Territories to adopt a uniform trauma care policy within three months. The move aims to reduce preventable deaths from road accidents and strengthen emergency medical response systems across India.

Supreme Court Directions on Trauma Care
● The directions were issued while hearing a Public Interest Litigation (PIL) filed by SaveLIFE Foundation, highlighting the need for a coordinated trauma care system.
● The Court mandated all States and UTs to adopt the common emergency helpline number 112 for trauma victims and emergency response.
● Authorities have been directed to integrate police, ambulance, fire services, and other emergency mechanisms under a unified response framework.
● States must publicise Good Samaritan protections to encourage citizens to assist accident victims without fear of legal or procedural harassment.
● The Court also ordered the implementation of a standardised medical rescue protocol to ensure timely treatment in emergency situations.
Need for a Robust Trauma Care System
● According to NCRB 2024 data, out of nearly 4.67 lakh accidental and traumatic deaths, around 1.77 lakh deaths resulted from road accidents.
● The Supreme Court observed that trauma care is closely linked to the Right to Life under Article 21 of the Constitution.
● The Bench emphasized the need for systemic intervention, public awareness, and standardisation of first-aid skills across the country.
● A uniform trauma care mechanism can significantly reduce deaths caused by delays in medical assistance after accidents.
● The Court noted that a well-coordinated emergency response system is critical for improving survival rates and ensuring access to healthcare during emergencies.
| About Good Samaritan Law and Article 21 : ● A Good Samaritan is a person who voluntarily helps an injured or accident victim during an emergency. ● The Good Samaritan Guidelines, 2016, issued by the Government of India, protect helpers from civil and criminal liability. ● In SaveLIFE Foundation vs Union of India (2016), the Supreme Court gave legal backing to these protections. ● Article 21 guarantees the Right to Life and Personal Liberty, which includes access to timely emergency medical treatment. ● The Emergency Response Support System (ERSS-112) is a pan-India integrated emergency number connecting police, fire, ambulance, and disaster response services, making it important for UPSC Polity and Governance preparation. |
